
The President opened the new Parliamentary term, describing the progress of constitutional reform in the country and calling on new members to represent the population and serve in the common interest of the state:
‘Today, July 12, 2013, we open a new page in the history and evolution of Equatorial Guinean democracy, with the commissioning of the two important representative bodies that make up the bicameral Parliament established by our Basic Law, namely: the Chamber of Deputies and the Senate.
Those who have earned the trust of the people to be members of the institutions of the State should reject any temptation to take advantage of them, in order to fulfill their ambitions and personal selfishness, whether political or material, since it is unacceptable behavior that violates the ethical principles of the service of the State.
Above all they should be fully aware that the institutions are made to ensure the defense and protection of the common good, the general interests of citizens, peace and social order, cohesion, national security and solidarity against any outbreak of bigotry, violence and injustice. In short, with the new Parliament, the Equatorial Guinean society must perceive a change and a tangible improvement in the institution, in the defense of the interests of the people, compared with the previous period.
The Parliament should be characterized by a new drive of democratic values and in a tangible way in the attitudes and behaviors of all invited senators and other political actors of the Nation, who hereafter should abandon harmful vices and practices and acts of indignity, among these practices and vices we highlight corruption in all its forms, influence peddling, abuse of authority, easy enrichment, betrayals, selfishness, hypocrisy, cynicism and the use of arbitrariness and impunity in relationships in the administration of the State and its citizens. These behaviors, their effects and implications, inevitably compromise and call into question the great efforts we are deploying for the benefit of the people of Equatorial Guinea.’
